Goals & Objectives

Mission Statement
The mission of Clinton County Central Dispatch is to contribute to the safety and quality of life in our community by linking the citizens of our community, our neighboring communities, and our associated public safety agencies with efficient, reliable, responsive, and professional public communication services.

Goal 1
Encourage and support citizen involvement and leadership to improve the quality of life at the neighborhood level by ensuring that the citizen's first point of contact with his/her public safety resources is courteously, sympathetically, and efficiently met.
  • Objective 1: Emphasize and encourage proper telephone listening and courtesy.
  • Objective 2: Analyze citizen needs and/or expectations
  • Objective 3: Review call handling techniques and efficiency.
  • Objective 4: Analyze and critique citizen complaints with telecommunicators.
Goal 2
Ensure the safety and effectiveness of our officers and other public safety personnel by diligently and thoroughly gathering all pertinent information necessary to ensure a safe and efficient response.
  • Objective 1: Emphasize and encourage proper calls-for-service interview techniques.
  • Objective 2: Analyze and critique officer safety issues.
  • Objective 3: Emphasize and properly implement officer safety related procedures, i.e. pursuits.
Goal 3
Provide our officers and other public safety personnel with a communications' safety net through conscientious monitoring, and when necessary, through timely intervention and interaction.
  • Objective 1: Establish and encourage sharing of concerns regarding officer safety status reports and monitoring, calls for assistance, and back-up procedures.
  • Objective 2: Conduct regular meetings with public safety personnel (i.e. law enforcement subcommittee) to encourage sharing of concerns, ideas, etc.
Goal 4
Achieve organizational excellence through commitment, education, continuing education, and technology.
  • Objective 1: Examine alternative methods of continuing training to reduce overtime costs associated with formal classroom training.
  • Objective 2: Explore new technologies for application in Central Dispatch and in the field force.
Goal 5
Employ personnel who meet the highest standards of professional excellence.
  • Objective 1: Establish a network with other public safety communications' training program directors to encourage persons seeking a career in law enforcement to consider a career choice as a public safety telecommunicator.
  • Objective 2: Evaluate and improve candidate testing methodology to ensure a high level of training success and employee competence.
Goal 6
Provide entry level training of the highest caliber.
  • Objective 1: Develop and implement a Communications' Training Officer program.
Goal 7
Promote job satisfaction through employee participation in decision making and improved working environments.
  • Objective 1: Conduct regular “work-circle” sessions between management and telecommunicators.
  • Objective 2: Emphasize and ensure a clean, safe, and attractive physical environment.
