The Solid Waste Council (SWC) meets quarterly at the convenience of Council Members. Meetings are held twice annually in the County Courthouse and once each in DeWitt and Watertown Townships, which are home to each of the landfills within the county. The SWC serves in an advisory capacity to the County Commissioners and the Department of Waste Management. Primary activities of the Department center on statutory obligations under Part 115 of the Natural Resources and Environmental Protection Act, 1994 PA 451. This includes the development and implementation of a solid waste plan. The County's plan identifies an integrated approach to management of solid waste. Goals and objectives emphasize a base level of services to meet the management goals outlined in the plan, education, outreach and technical assistance to County residents and businesses; enforcement of solid waste violations; and initiatives to maximize waste reduction and diversion opportunities, and minimize risks associated with hazardous waste streams.
