The Clinton County Housing Improvement Program offers assistance to income-eligible homeowners to make needed repairs to their homes. Eligible repairs may include roofing, windows, siding, carpeting, insulation, wells or septic systems, or any general improvement that makes the home safer, move livable and energy efficient. The program is administered in accordance with the following guidelines.
Program Guidelines:
- The applicant must be the owner-occupant of a single family home in Clinton
County.
- Applications will be addressed on a first-come, first-served basis.
- The property must be economically feasible to rehabilitate.
- Manufactured housing is eligible only if permanently affixed to the property.
- The applicant must provide evidence of ownership by means of a recorded warranty deed, recorded land contract or life estate interest.
- The applicant must provide evidence of homeowner's insurance.
- Property taxes and debt against the property must be current.
- Program funds may be used only to cover the cost to meet HUD Housing Quality Standards, lead hazards, building permits and related fees.
- Addition of living space is eligible if in accordance with MSHDA policy and a dollar-for-dollar match provided.
- All work will be performed by State licensed contractors.
- Project financing and lien requirements shall be in accordance with current MSHDA policies.
- All applicable projects and improvements shall comply with Federal Regulation 24 CFR Part 35 for lead based paint hazards.
- All work is subject to applicable local building codes and HUD Housing Quality Standards.
- The applicant's gross annual income shall be under the 80% of the are median income as determined by HUD and illustrated below:

- Eligible improvements are those which make the home more energy
efficient, safe and accessible and may include:
- Defective plumbing, heating and electrical systems
- Roofing, windows and doors
- Wall repair and floor coverings
- Siding and exterior repairs
- Ramps and bathroom accessibility

homeowners to make needed repairs and improvements Program funding
is subject to availability from the MIchigan State Housing Development
Authority (MSHDA)
