DATE 01/07/1999 The Clinton County Board of Commissioners met Thursday, January 7, 1999 at 9 a.m. with Diane Zuker, County Clerk opening the meeting.
INVOCATION, PLEDGE OF ALLEGIANCE AND ROLL CALL Diane Zuker, County Clerk, gave the invocation. The pledge of allegiance was given to the flag. Roll was called and a quorum reported. Present were Richard Hawks, Scott Hummel, Russel H. Bauerle, Larry Martin, Mary L. Rademacher, John Arehart and Sara Clark Pierson.
COUNTY PERSONNEL Dave Benda, Jeanette Smith, Annette Devereaux and Linda Fox.
VISITORS Kim Singh, Valde Garcia, Gordon Grant, Larry McGillis, Daniel L. McMaster and Sheri L. Menard.
MINUTES OF 12/18/1998 The minutes of December 18, 1998 were presented.

BOARD ACTION: Commissioner Martin moved, supported by Commissioner Arehart to approve the minutes as presented. Motion carried.

AGENDA The agenda was amended to include the presentation of a U.S. Flag to former Commissioner Lois Bracey.

BOARD ACTION: Commissioner Arehart moved, supported by Commissioner Martin to approve the agenda as amended. Motion carried.

COMMUNICATIONS There were no communications.
ELECTION OF CHAIRPERSON Clerk Zuker opened the nominations for Chairperson.

BOARD ACTION: Commissioner Pierson moved, supported by Commissioner Rademacher to nominate Richard Hawks. No further nominations were offered. Commissioner Martin moved, supported by Commissioner Bauerle to close the nominations and cast a unanimous ballot for the appointment of Richard Hawks as Chairperson. Motion carried unanimously.

ELECTION OF VICE-CHAIRPERSON Clerk Zuker opened the nominations for Vice-Chairperson.

BOARD ACTION: Commissioner Rademacher moved, supported by Commissioner Martin to nominate John Arehart. No further nominations were offered. Commissioner Martin moved, supported by Commissioner Bauerle to close the nominations and cast a unanimous ballot for the appointment of John Arehart as Vice-Chairperson. Motion carried unanimously.

CHAIRPERSON ELECT ASSUMES CHAIR Commissioner Hawks assumed the chair.

Chairperson Hawks noted that the Courthouse project and E-911 Communication System were two major steps taken by the County in 1998 which will continue into the 1999 year. He is looking forward to another great year as Chairperson of the Board.

1999 MEETING SCHEDULE APPROVED Commissioners reviewed the 1999 schedule of meetings, which continues with the regular meeting day on the last Tuesday of each month with the exception of the December meeting. Also three meetings have been designated to be evening meetings, those being the January 26th, April 27th and October 12th meetings.

BOARD ACTION: Commissioner Arehart moved, supported by Commissioner Rademacher to adopt the meeting schedule as presented. Motion carried.

ADOPTION OF BY-LAWS AND RULES OF PROCEDURE Administrator, Dave Benda outlined proposed changes to the By-Laws and Rules of Procedure.

BOARD ACTION: Commissioner Arehart moved, supported by Commissioner Pierson to adopt the By-Laws and Rules of Procedure with changes noted. Discussion followed. Motion carried. (INSERT BY-LAWS AND RULES OF PROCEDURE)

1999 BOARD COMMITTEES AND OTHER APPOINTMENTS The 1999 Committee Chairpersons, Committee Assignments and Other Boards and Agencies were reviewed. Chairperson Hawks recommended the following Committee Chairpersons:

Finance, Sara Clark Pierson
Personnel, John Arehart
Building and Grounds, Larry Martin
Law and Courts, Scott Hummel
Physical Resources, Russel Bauerle
Human Services, Mary Rademacher

BOARD ACTION: Commissioner Pierson moved, supported by Commissioner Bauerle to concur with the recommendation of Chairperson Hawks to appoint the above named Commissioners as Committee Chairpersons to the respective Committees and concur with the Committee Assignments and appointments to other Boards/Agencies as noted. PRESENTATION OF U.S. FLAG TO FORMER COMMISSIONER LOIS BRACEY Former Gratiot County Board of Health members, Gordon Grant and Larry McGillis presented a U.S. Flag to Lois Bracey. Lois was also a former member of the Mid-Michigan District Health Department Board. This flag was donated by Mr. Grant and Mr. McGillis, which was flown over the U.S. Capital in honor of Lois on December 4, 1998 at the request of the Hon. Dave Camp, Member of Congress.

Lois Bracey then presented the Flag to Chairperson Hawks to be placed in the Clinton County Board of Health meeting room.

PUBLIC COMMENTS Valde Garcia, 86th District State Representative introduced his staff members, Sheri Menard and Daniel McMaster to the Board.
ADJOURNMENT BOARD ACTION: With no further business to come before the Board, Commissioner Arehart moved, supported by Commissioner Martin to adjourn. Motion carried.
