The Clinton County Sheriff's Office has been involved with the Neighborhood Watch Program since 1993. A Neighborhood Watch is designed to keep people involved in their neighborhoods, thus becoming the "eyes and ears" of the community. The hope is that by being involved and aware of your neighborhood, you will know when something is wrong.

Bottle Bombs:
 
Over the last several days we have had several mail boxes in the Southwest part of the county that have been blown up with bottle bombs. These “bombs” are also called “the works bombs” or “MacGyver bombs”.   By any name these can do serious damage and are very dangerous.
 
The bombs are made using a pop bottle (or similar), tin foil and drain-o or the Works. This mixture causes a chemical reaction making a volatile build up of gases and subsequently detonates the bottle with a great amount of force. Once the detonation occurs, the chemical substance that is in the bottle is actually boiling liquid. The force that is generated is enough to severe fingers and also deliver 2nd and 3rd degree chemical burns. The chemicals can cause blindness and the toxic fumes can be harmful.
 
If you find a soda bottle, or similar in your yard, look carefully before touching or picking it up. If it shows signs of swelling, or melting in anyway, DO NOT TOUCH IT. Call 911 and let an officer respond (if it is swelling it may blow prior to officers arrival). By picking it up or moving it you may agitate it enough to start the chemical reaction and the explosion could occur within 30 seconds. 
 
It is popular with youth to use these as bombs to blow up mailboxes or just throwing them in yards as a prank. Not only could it be deadly to the maker or the victim, but also to pets and animals that may lick at the bottle and ingest some of the chemical. Making one of these devices can be called “Possession of a Substance with Explosive Capabilities”. If it causes no damage, it is a 15-year felony. If it causes damages it can be up to a 20 year felony, penalties increase with injuries and could even mean “Mandatory life w/o the possibility of parole” if it causes death. This does not mean these penalties would be imposed but they could be.
