NEW PASSPORT APPLICATIONS

Clinton County Register of Deeds Office is a certified United States Passport Acceptance Agency.  The Register of Deeds Office is located in Suite 2500 (2nd floor) of the Clinton County Courthouse, 100 E State Street, St. Johns, MI. 

Passports applications are accepted Monday – Friday from 8:00 a.m.-5:00 p.m.  Please allow approximately 20 minutes for completion of the application, review and processing.  Periodically the office is closed noon- 1 p.m., if you anticipate coming in during this time, it is recommended that you call ahead.

GENERAL INFORMATION FOR PASSPORT APPLICATION

Adults 18 Years of Age and Older

  • Passport Application - May be obtained from the County Register of Deeds Office or accessed through the U.S. Department of State passport wizard.
  • Proof of US citizenship in the form of a certified birth certificate, previous passport or naturalization certificate
  • Proof of Identity (Photo ID) - Includes a valid drivers' license, a government or military ID
  • Passport quality photo (See photo information below)
  • Appropriate Fees (See fees listed below)
  • Previous marriage information, click here for a form. (One form for each prior marriage)
  • If a previous passport has been lost or stolen, an additional form will need to be completed pertaining to that passport. This form can be obtained at the County Register of Deeds Office or downloaded from http://www.state.gov/documents/organization/79958.pdf

Minor Child of Age of 16 or 17

  • Passport Application - May be obtained from the County Register of Deeds Office or downloaded from http://www.state.gov/documents/organization/79955.pdf
  • Minor Child Age 16 or 17 must appear in person and sign his/her own passport application
  • Proof of US citizenship in the form of a certified birth certificate, previous passport, or naturalization certificate
  • One parent must be present with the child at the time of application and sign the application
  • If applying parent is the child's mother and mother's last name is different from the child's due to a marriage, a certified copy of the marriage license is required.
  • Proof of identity (Parent's photo ID and applicant's, if applicable)
  • Passport quality photo (See photo information below)
  • Appropriate Fees (See fees listed below)
  • If a previous passport has been lost or stolen, an additional form will need to be completed pertaining to that passport. This form can be obtained at the County Register of Deeds Office or downloaded from http://www.state.gov/documents/organization/79958.pdf

  Minor Child 15 Years of Age and Younger

  • Passport Application - May be obtained from the County Register of Deeds Office or downloaded from http://www.state.gov/documents/organization/79955.pdf
  • Proof of US Citizenship in the form of a certified birth certificate, previous passport or naturalization certificate. When submitting a previous passport, a certified birth certificate must be included showing parents' names on the record
  • Both parents must be present with the child at the time of application
  • If mother's last name is different from the child's due to a marriage, a certified copy of the marriage license is required.
  • Proof of Identity (Both parents photo ID)
  • Passport quality photo (See photo information below)
  • Appropriate Fees (See fees listed below)
  • If a previous passport has been lost or stolen, an additional form will need to be completed pertaining to that passport. This form can be obtained at the County Register of Deeds Office or downloaded from http://www.state.gov/documents/organization/79958.pdf

ADDITIONAL INFORMATION

  • All applications require both parents names, dates and places of birth
  • Provide proper documentation of any legal names used, i.e. certified copies of court orders for name change or adoption. (A name change as a result of a marriage or divorce does not apply.)

 FEES FOR PASSPORT BOOK 

 Applicants 16 years of age or older

  • $110.00 check or money order payable to the US Department of State
  • $25.00 cash, check or money order payable to Clinton County Register of Deeds

 Applicants 15 years of age or younger

  • $80.00 check or money order payable to the US Department of State
  • $25.00 cash, check or money order payable to Clinton County Register of Deeds

 PHOTOS

  • May be taken at the Register of Deeds Office for $10
  • One passport quality photo

PROCESSING

Regular Processing

  • Passport processing time is approximately 4-6 weeks. No additional fee required.

Expedited Processing

  • To expedite the passport processing time an additional fee of $60.00 per application made payable to the US Department of State. An expedited passport will arrive in approximately 2-3 weeks.

In addition: 

  • To reduce mail time, overnight envelopes may be used.  An additional $19.95 will be paid to the County Register of Deeds for express mail service to the Passport Agency and there is an additional $12.85 charge to be included with the US Department of State fee for the Passport Agency to return the passport by overnight mail.

PASSPORT CARDS

  • These cards will carry the rights and privileges of the U.S. passport book and will be adjudicated to the exact same standards. (See appropriate section above for application details.)
  • Passport cards can be used for travel to and from Canada , Mexico, the Caribbean and Bermuda by land or sea.  The passport card cannot be used for international travel by air.
  • Cards will be valid for 10 years for adults and 5 years for children 15 years of age or younger.  

New Application

Applicant 16 years of age or older

  • $30 check or money order payable to US Department of State
  • $25 cash, check or money order payable to Clinton County Register of Deeds

 Applicants 15 years of age or younger

  • $15 check or money order payable to US Department of State
  • $25 cash, check or money order payable to Clinton County Register of Deeds

Renewal

  • $30 check or money order made payable to US Department of State

PASSPORT RENEWAL APPLICATIONS

Answer YES to all of these questions to determine if you are able to use a renewal form and submit your renewal application on your own

  • Can I submit my most recent US Passport?
  • Was I at least 16 when my most recent US Passport was issued?
  • Was my most recent US Passport issued less than 15 years ago?
  • Do I use the same name as on my most recent US Passport?

    OR

  • Have I had my name changed by marriage or court order and can submit proper documentation to reflect my name change?

If you answer NO to any of these questions, please follow instructions for a new application listed above.

Submit:

  • Most recent passport that was issued less than 15 years ago
  • Certified marriage license or certified court order of name change, if applicable.
  • Check for $110 payable to the US Department of State (If requesting expedite service, send a total of $170)
  • Passport quality photo (see photo information above)

PASSPORT PHOTOS

Passport Photos may be taken in the Register of Deeds Office for a fee of $10.00. 

CHANGE YOUR NAME IN YOUR U.S. PASSPORT

If your name has changed due to a legal name change or marriage, please contact the Register of Deeds Office for further information.  Name changes that occur within 1 year of issuance of the passport can be change with no fee.  Name changes on passports more than 1 year after issuance of the passport require the application fee.
